3. Minutes from last meeting – approved  

4.   Police Update 

  1. A Community Protection Warning (CPW) has been served to man at the shop.

  2. Tents in Conservation Carpark have been removed.  The park is included in policing tour.

  3. Eugene Road – late night speeders – this is being looked into. The police have an operation in progress to gather evidence on the late shift.

  4. Fish and Chip shop was broken into. Shops being asked for CCTV, but there is currently no one in custody. 

  5. Lots of work is going on regarding shoplifting.

  6. Anti-social behaviour (ASB) youths are at Parkfield.  SW will look into getting a Section 35 in place for a month to try and stop this.  All the work in Paignton and Torquay is pushing youths to Parkfield. 

  7. Cyclists on the seafront – signage and barriers are going to be put up to slow the cyclists down.

  8. Torbay Neighbourhood Team are aware of the ASB at Oldway. 

5. Bank Account 

  1. SS has a bank account which was set up for a CIC but is no longer in use.  AJ/SS will work together to see if this can be used or transfer to the Partnership.   The Partnership is currently using the Torbay Community Development Trust (CDT) bank account until this is sorted.

6. Funding 

  1. The group is to think of places that need cleaning in one way or another, like the pigeon guano from under one of the railway bridges or litter picking and come back to the next meeting.  TCS will provide the equipment and get rid of the waste but if SWISCO get on board and waver the cost of getting rid of the waste.

  1. Purchase high visibility jackets to use when on clearing up.

  1. 9th March Torbay Cleaner Coasts Initiative are holding a beach clean on Preston Beach.

Meeting at the gate to the old gas works.
All equipment provided, but please feel free to bring your own gloves, pickers etc.

7. Community Updates

Oldway – 

  1. Scaffolding is going up in the next couple of weeks. If not given permission to have it attached to the building, then it will have to be free standing and be in place for 2yrs.  There will be implications if it has to be free standing as the scaffolding will have to come out a lot further than the building.  The gardeners will be given equipment so they can tend to the partia whilst they are covered by the scaffolding.  There are also some large plant pots that will be moved so they can be used.   

There are 7 benches also being moved.  

  1. Little Oldway has had planning permission granted for an extension.   

  2. The Oldway Gardeners are going to create a sensory garden at Little Oldway. 

  3. Grotto – Neil Coysh is arranging for a self-seeded sycamore to be removed as it is undermining the rocks. The grotto will have an upgrade when it the tree is removed.  

  4. Singer Court trees have grown so much they are blocking out the light so the council are looking to get these trimmed.  

  5. There has been a number of instances where members of the public are taking cut wood or plants from Oldway as they think they are entitled. 

  6. Tea Hunt and Plant Stall will open on 5 April 2025.

New Parkfield 

  1. The lights outside will be sorted out when New Parkfield is sorted.

  2. Mayfield 6th Form will be moving in when the lease is finalised. 

  3. CDT are in talks with young people and how they can use Parkfield.

BMX Track 

  1. £20k has been obtained from the council, this is being used to get the track operational.  

  2. AJ is still trying to get more funding 

  3. BMX club want to be tenant of the track.  

Preston Toilet 

  1. Northern End – Getting a tenant in is still in progress.  Due to the structure the internal walls cannot be knocked down.  

  2. Southern End – We will see how the toilets run this year and if they are still closing early then we will discuss with Lisa Tuck at SWISCO.  

Sea Defence 

  1. On schedule to start in September.  Preston will be started over the summer.  

Camper Vans

  1. Ongoing 

Frame Care 

  1. Seaway Gardens would like to look after the garden at the end of the road.  

Action SA will take this forward.  

8. Preston Shop Email Register

  1. A letter will be worked on to be distributed to the shops and businesses to invite them to the AGM in April.

9. Website

  1. We are currently paying £10 a month for our website which is being underused because of lack of content.  It was agreed that the councillors Beach Hut articles, ClrDT weekly update, Dates of the partnership meetings and minutes are to be added to the website.

  1. KC has agreed to do a history article on Preston for the website.

  1. It was discussed that a business a month could be advertised free of charge.  

10 AGM 23 April

  1. After some discussion it was agreed that SW and possibility his Inspector will attend the meeting along with local businesses being invited by PG/AJ letter.  

  2. Lisa Tuck from SWISCO will be invited.

Easter Market

  1. SA is organising a Easter Market at Oldway on Good Friday 18/04/2025 from 10:00 – 15:00.

  2. The partnership are to have a stall.

              Councillors agreed to fund a banner

TCS have enough stock to supply a tombola stall.  

Torquay Film Festival 

Event on 27/02/2025 at the Mercure Hotel, Paignton

Local Government Reorganisation

Free tickets at Princess Theatre on 11/03/2025 @ 18:00.  Book through Eventbrite.

Hollacombe 

The land is owned by Vistry Group.  The land has been recleaned last week.

There has been no planning application submitted at the time of this meeting.

4.   Police Update

            No police representative.

5.Easter Fayre Stand

            High Viz Jackets – Pink was agreed.  Cllrs agreed to fund this from their funds.

            Action: - SA to order

            Ideas from SE – would like 2 gazebos

Action: SA will discuss ideas with SE

SC will donate 50 bottles of wine for the stall.  Happy to donate books.

  SA is taking timings for volunteers to help SE.  Will advise volunteers to bring their own chair

 SC has donated £100 as a float.

TC has organised a Sum-up machine

Action: AJ to find out the log in details and advise that someone on the stall will need the app on their phone.

SA has got the banners for the partnership and is going to drop a big one to one of PW’s shop for advertising.

6. AGM

At the last meeting it was thought that Lisa Tuck would be able to attend this meeting.  This may not be possible, so CllrCL suggested Matt Reeks, Managing Director of SWISCO, Harbours and Parking.

PG has visited a lot of shops in Preston talking to them about the AGM.  She has made a poster to advertise the meeting.  It will be emailed out to members asking them to print out and visit shops asking them to attend the meeting and put it in their shop windows to advertise.

7. Bank Account/Finance

            No movement on having our own bank account.

            Funds currently £500 + £100 given by SC for the float for the Easter Fayre.

8. Clean-up Projects

            SWISCO has cleaned up Preston Park and have replanted the flower beds.

            Parkfield skatepark needs a clean-up during the summer months when the school is closed.

9. Oldway Mansion Update

            Hoarding has gone up for the scaffolding. 

            £4k has been awarded by Torbay Heritage Trust to go to history boards/maps/signs for trees.

            30ft Sycamore tree in the grotto has been removed.

            Tea Hut and Plant Stall will be opened from 5 April.

            2 of the large planters have been put into position, 2 more to go.

10. Community Updates

            New Parkfield -

            Temporary toilets will be installed near the BMX track for the summer.

            Action: AJ to invoice Torbay Council

BMX Track

            Work is to start shortly to enable the BMX Track to open at the start of May.

            Currently there is a £4k shortfall to pay for this, but it is hoped that this will be found by then.

Preston Toilet

Northern End – negotiations ongoing. 

Southern End – No update.

Sea Defence

On schedule to start end of September.  Preston will be started over the summer. 

Councillors were going to fund the repair of the second shelter on the seafront, but due to this project this will not happen as it will be included in the works.

Camper Vans – there is no movement for this so will take off the agenda.

Frame Care

Seaway Gardens would like to look after the garden at the end of the road.   SA has contacted the gentlemen involved and this is going to be sorted.

Former Preston Sands Hotel

There is a poor sign at the end of Marine Parade.  CllrCL has reported this to Enforcement Department.

            BMX article has been added

            Meetings are being advertised and minutes added.

            Action: SA will create a template for AJ so it is easier for him to add information on the site.

            Noticeboards – councillors will fund a noticeboard.

            PW is happy to find somewhere for a noticeboard if needed.

ANY OTHER BUSINESS

Cllrs are to fund the replacement of the flag and get the cross relit at St Pauls Church.

Update from PW

White lines have been a success in Preston and has increased the footfall.

Preston Park has had a make over and has helped the drug use and tents be more visible.

New shops coming to Preston – Launderette scheduled to be open end of May

                                                    Crusty Loaf taking over the sweet shop.

Bright Bean is up for sale

Van parking in shop opposite Preston Park are not working on vehicles in the road anymore but are parking more often in Morin Road.

Found there was no police presents in Preston.
