Preston Community Partnership
Meeting 28 May 2025

3. Minutes from AGM – approved
4. Police Update
· SW to look at Old Torquay Road speed limit.
Action: SW will look at Speed Watch and give contact details to JJ.
· SW will also look at speeding in Southfield Avenue since having a couple accidents, one which had a fatality.
· In a couple of weeks the Police will be targeting speeding by e-bikes and electric scooter in Paignton and Preston.
· The Police have been visiting schools, college and shops regarding the e-bikes. If the Police can prove that the bikes have been ridden on the road to get to the destination they can be confiscated unless the rider can prove they have insurance for the vehicle.
· Signage on the seafront is needed.
Action: SW will contact Matt at SWISCO.
· The meeting thought it would be best to have NO CYCLING written on the tarmac on the Prom.
Action: to ask the Cllrs.
· Travellers have parked at the Overflow car park at Goodrington but were moved on by Police, however they moved to Long Road. Police will visit them on 29/05/2025 to move them on again.
· CCTV camera at Boathouse is now working.
· Air Show – no issues at the moment. They will be a security team based in the grounds of Parkfield.
· Action: SW will send AJ the new email address so it can be distributed.
5. Bank Account
· Current funds - £487.30
· AJ to contact SS regarding the bank account she has spare.
6. Funding Events
· SA & SE were not present at the meeting to give an update.
· AJ asked those present and those not through these minutes to think of any project that will help raise funds and the profile of the partnership.
7. Insurance
· TC has asked this partnership for £50 towards CDT insurance policy, which we can use.
Action: This was agreed.
8. Charter
· Changes have been made. The new version will be sent out.
Action: TC will send the new version to AJ for distribution.
9. Oldway Mansion Update
· Sensory garden, next to Little Oldway
· Slabs next to hut to create Friendship bench (lady donated £200 )
· Plant stall is now situated next to Tea Hut
· Boarding up around mansion, cutting into Lime Walk, also making it very difficult to handover tools/equipment around the gardens.
· Watering in yard and gardens
· Wild Flower Seed planted with Oldway School and local Councillors
· Boarders on driveway being tided and in full bloom
· Dedicated volunteers for Dog Exercise area
· Rowcroft Open Day 7th June with local councillors, and MP invited.
· Spotlight BBC News appearance in during National Gardening Week.
· Grotto Clearance and visit from DGTrust 26 April
· Tulip bulbs from Torre Abbey ready for replanting.
· Repotting and potting on in gardeners’ yard
· Heritage Grant for information boards, Sue is taking forward.
· Our aim is to make the gardens look extra special to counterbalance how sad the Mansion is looking with all the boarding.
10. Community Updates
New Parkfield -
Temporary toilets are now available.
Hoping to get a café
Negotiations are taking place for Peoples Parkfield to take over the lease, with the Mayfield School being a tenant.
BMX Track
The track will open soon to allow the Torbay BMX Club to return.
Further funding is needed to fix the final bend and straight. Once this has been completed, the Club will be able to hold races and be part of the South West region circuit once again.
Preston Toilets, Preston Sea defence – No update.
11. Preston Shop Email Register
· Can all members of this committee compile a list of shops and businesses they use in Preston. Please include – Name, address, email address, phone number. Hopefully with the whole group looking all the businesses will be included. CL will compile a database with all the information on it. This will need to be kept up to date, so the group will have to inform the committee of any businesses that are no longer trading.
· Once a list is complete we will be able to contact businesses.
· Deadline – August meeting.
Action: All members of the group to compile a list of businesses in Preston.
12. Website
· SA to give an update at the next meeting.
13. ANY OTHER BUSINESS
· SC suggested we pay someone for a few hours a week to take the events/partnership forward. This may include maps, social media, website and noticeboards. This was agreed to be a media organisation, who we could perhaps pay a one-off charge to do the work.
· Action: All members of the group to consider this before the next meeting.
· To take photos of the noticeboards by Preston Green and send to the Cllrs to find out who has access to them.
